The official cutoff is released after the end of all the rounds of counselling including the mopup round. Since the mopup round is yet to be conducted so you have to wait till the official cutoff be released.

You first have to visit the NEET Counselling Website and enter your Credentials to access your account and then click on Withdraw Application option.

This process confirms that you are no longer a part of the counselling rounds, and then you can get back your Refund Amount within 7-10

Unfortunately no.
Government will not pay you expenses if you will study in any private college.
If you will get a good marks and rank in NEET and if you can secure admission in any government medical college then your fees will be very low and you caj easily
