Your daughter belongs to Andhra Pradesh and studied upto class 10 there but I passed 11 and 12 exam in Tamil Nadu Chennai. Yeah not mention his birthplace.
If she born in Andhra Pradesh and and studied up to class 10 there then she will be treated as local of Andhra Pradesh. But if she born in in Chennai Tamil Nadu and studied courses like 12 standard of examination she will be not treated as local of Tamilnadu. And who has a substantial connection with the respective state is a domicile of that state already.
She passed NEET with 480 marks and and belongs to category of BCb. As there is reservation for OBC other backward classes 27% of total seat in NEET so there is a scope for your daughter to take admission in in MBBS course possibly in the last round of counselling.

Esic ip quota counseling is being conducted by MCC DGHS and round 2 has been completed. Round 2 cut off marks for candidates who hold up certificate in esic Colleges is MBBS GEN -AIR 49922, BDS Gen- AIR 62185.
Esic Colleges counseling is conducted through MCC in three phase
So the remaining seats are now open for all candidates. So there are very less chance that you will get ESIC college at your marks.

You haven't specified any state so I will be telling you AIQ cut off ranks sc category in neet 2020. As you might be knowing round 2 counselling results had been declared and now further round will be not conducted by AIQ for any vaccant govt seat it will reverted back to respective State quota. So this year qualifying marks for sc category was 113-146 marks. All india quota cut off ranks for SC category till round second in NEET 2020 is AIR 81121.
every year NEET cut off ranks changes depending on various factors but now days it's necessary to score minimum 500+ marks to get seat in AIQ or state quota counseling in neet for sc category

Admission in government college private aided medical colleges is done on the basis of NEET counselling, which involves seat locking, registration, and submission of application fees.
The NEET counselling has begin on October 28 2020, which was held in two rounds followed by document verification from November 26 to 2nd December. Followed by these rounds, there were mop up round held in between 10th December to 17 December.
All the important details regarding document submission, fee payment, and other details were provided by the authorities itself.

You can clearly see the difference in ranks this year. At 550, rank was around 25k in NEET 2019 while in year 2020, at 550, rank is around 45k

I think Date has been extended for the Scholarship Registration that is 15th December 2020 (Please Cross check this by Reading PDF of Schedule available on the website).
So If date has been extended then you don't need to worry, you can wait till upgradation of your College. Result for Round 2 Allotments of U.P NEET Counselling will be declared before 15th December 2020.
