Reservation of seat based on category is applicable for only Government quota seat, that means res ervation for different categories like ews OBC SC ST etc are applicable for only and not for management quota seat.

It's quite difficult to predict that whether you will get  seat or not as  cut off marks/rank for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination

Yes you can wear kurta for NEET 2020. but make sure that is of light colour and less printed. For your safe side If you wear light coloured denim pants or track pants (should have less number of pockets) with half sleeves T-shirt without any other more accessories
