It's very difficult to say whether you can get into any medical government college as it varies every year depending upon various factors.
Since you have not mentioned your category assuming you belong to general category,
If you belong to Jharkhand domicile you can't get into mbbs program
In all government medical Colleges 15% seats are reserved and remaining 85% seats are reserved for state quota. So For the general category students minimum 134 marks are required. And for the Sc /OBC/ST aspirants minimum 107 marks are needed to get admission in government medical College.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination

It is pretty good score, but to get seat in medical college for MBBS you must score 550+
And for BDS 350+ is required.
This is for general category.
However as you belong to OBC category you may get seat.

By the virtue of having domicile certificate of Jharkhand you are eligible for its State Counselling. And by the virtue of completing your 10th and 12th from Delhi, you are eligible to participate in Delhi's State Counselling as well.
