You will be eligible to participate for the 2nd round of NEET counselling only if you have completed your 1st round of counselling. Basically, Second round counselling is for upgradation. If a candidate does not get seat in first round counselling then have the chance of getting seat in the second round. Also, if a candidate go for the second round after getting a college in first round then they can get a better college than the first round.
So, if you omit 1st round of counselling then you won't be eligible for the next rounds.

*Actually Commissionerate of Common Entrance Test (CET), Maharashtra, the concerned authority to conduct Maharashtra NEET UG Counselling 2020, has decided to release the official cut-off marks of this eminent institution after the completion of Counselling procedure. *According to this website, the minimum qualifying marks required to get chance for OBC category student in this prestigious institution in 2019 was 373 where your marks is far behind from it. And one more thing I've to mention here is that in this year the cut-off marks will definitely get increased due to increase of several important factors (like: number of appeared canditates, total number of successful candidates, total number of available seats, top NEET Score etc) responsible for determining the qualifying marks. So it's obvious that despite being reserved (OBC) category canditate you don't have any kind of possibility to grab a BDS seat in your desired college.
*May be you can definitely get a seat at D Y Patil Dental school, according to the cut-off in the previous years. I will suggest you to wait till the final counseling and then you will get your desired seat, as the number do fluctuate a bit every year.

It cannot be said accurately whether you can get a seat for 400 marks under SC category. It depends upon the state also. In AIQ, most of the colleges have cutoff in the range of 440-500 and above for SC candidates. However, there are some chances of getting a seat with this score in state counselling. You will now get your security deposit only after completion of all the rounds.. Since you are not in mood to participate further, all you have to do is leave blank during the choice filling in that case you will not get alloted any seat so your security deposit will be refunded to back to you..
