According to your marks you may overcome the cutoff to apply for the AIPVT Counselling.Since for obc category the qualifying cutoff marks in 2019 was 288 out of 720.However cut off depends year to year based on several factors.However the difference of marks is very high and the marks obtained by you is quite a good one to clear the cutoff of 2020.So you can get a seat in the counselling and there stands a high chance that you will get an average college.

With 343 marks and being OC category candidate you may get Aipvt counselling in Andhra Pradesh. Which College you will get depends upon cut off if the college , cut off changes every year and depends upon number of candidates appeared and qualified in exam, difficulty level of exam and previous year's cut off etc .

NTR college of veterinary science
College of veterinary science, Tirupati
College of veterinary, Proddature, Andhra Pradesh

In veterinary counselling with NEET your marks should be 420-450 in 15% all India counseling and 350- 380 score in 85% state counselling.
But your rank is very high and marks may be between 90 to 100.

Going by your profile we understand that you belong to AP. In 2019 under State Quota, an All India Rank of 64863 secured a seat in AU General under BC-B Category. For Female Category, it was 62237. In SVU area, it was 59577 for General and it was 58564 for Female Category. Now this is 2019 data and cut offs change very year. . Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. So for 2020, for a seat in GMC, you will need more than 550 and for Govt. Quota seats in Private Medical Colleges, atleast 500 might be the cut off. Since you have not mentioned your category so considering you under Open Merit.
So on such marks and category you have very low chances of getting ASCOMS Sidhra Jammu according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 489 for ASCOMS Sidhra Jammu under state quota for Open Merit.

According to the rules, You won't be eligible to participate for the 2nd round of NEET counselling if you have omitted the 1st round of counselling.
I would suggest you to look for other options to get admission in college.

As per my knowledge the choice filling for Bihar state neet 2020 has not yet started. First they will release the provisional state merit list according the ranks secured in neet. After this list they will provide the link for choice filling.
