It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 511 marks you hold a chance to get a seat in Terna Medical College, Navi Mumbai but low chance
For example, In neet 2019, 519 marks for obc category got a government quota seat in Terna Medical College, Navi Mumbai under Maharashtra state quota

As you don't have the domicile of the BIhar, then you are not eligible for the 85% state quota seats, therefore you will have to apply through the 15% All india quota, usually the cut off for the All india qouta seats are higher than the state quota seats. But with your neet score of 530, given the trend in the cut offs, you do have chance of getting admission the Katihar Medical college, but again nothing can be predicted with surety.
