Yes you can participate in second round of counselling if you have not been allotted any seat in first round of counselling. The rules for second round of counselling are that, if you get a seat in 2nd round and you choose to join it, then you cannot leave

I am sorry to inform you but you need to score at least 50 percentile of the NEET score for general in India. And to get an admission in a good private college you need a minimum of 350 marks.

You can get government college also with your Rank. Otherwise there are some options for Private college. No need to go for Management quota as it costs more than your expectations. As you have OBC certificate you can get these colleges listed below:

Yes obviously you can get seat in general category.  General category is for all candidates irrespective of categories. Candidates having any extra category gets special quota seats like EWS.
