Now if you are seeking for MBBS seat then you should have your score at least 380 or more out of 720.

It's completely impossible to get any government college seat for MBBS with your Rank. But you should go for counseling as you can get an idea about the overall process and everything. If you want any suggestions about which college you can get for BDS then you are suggested to go for Punjab Govt. Dental College & Hospital, Amritsar. Last year cut off marks of this Institute was 455. Hopefully you can get a seat in this college.

I don't think you can change your category at the time of counseling. The category which you have filled at the time of filling the NEET registration form will be counted valid for the counseling process and as you have filled your category as unreserved so you will be alloted seats as per the cut off of unreserved category students.
You can't be considered for two categories simultaneously.
Still I will suggest you to raise this concern of your to your state counseling authorities. They might give you a valid solution to it if possible.

The NEET 2020 cut off of Uttar Pradesh for General category is 720-147 marks and for OBC category is 146-113 score.

Your rank around 259 and also belongs to general category so in this mark there no chance to get MBBS/BDS in government college also BAMS/BHMS .
But you can get seats in private colleges so please use Colleges predictor tool and predict your college according to your marks.

No as the marks scored by your sister is not enough for getting a government seat as this year the cutoff for medical colleges has increased really high so your chances are very low. If your concerned about government seat then I would advise you to attempt NEET 20201 and try scoring above 550+marks as per your category for having good chances of securing a seat in a government college. Else you could still get seat into private universities.

See as per your marks scored in NEET and considering your category it's quite difficult to get any of the government colleges for BAMS or government seat in any BAMS college but yes you can try for some private colleges for their Management quota seats.
