First of all heartly congratulations for your biggest achievement you have made in your life up till now. 653/720 is a big score to get any good medical colleges in India.
As you have rightly said States like Haryana and Rajasthan have 5 - 7 years of bond policy that's quite disappointing, I know.

See it is quite difficult to help you with the exact list of colleges as the cut-offs keep on changing every year but yes we can provide you the list of colleges that you can get based on previous years cut-off data.
See on such marks you have very low or almost no chances to get any of the medical colleges under state quota of Telangana even after considering your OBC quota because for government seats the cut-off goes above 430 marks and for management seats there is no category reservation so for them the cut-off goes around 400 marks.
But on such score you can go for some Deemed Institutions through AIQ counselling, so as per the previous years data you can go for following deemed institutions through AIQ counselling :-

Yes you do have a chance of getting a government medical college in Maharashtra through 85% state quota. Going by previous year's data the cutoff for SC category was somewhere around 475 marks in colleges like GMC Nandurbar, GMC Gondia and GMC Akola. But since the paper this year was bit difficult than previous year you can expect the cutoff to go down a bit thus ensuring you a government MBBS seat.

Predicting chances of getting a government medical colleges depends more on rank which further depends on the difficulty level of paper, number of students appeared and hence keeps fluctuating every year.
But going by previous year's data, yes you can secure a government MBBS seat but only if you apply through 85% state quota. In 2020 the cutoff marks for general category student through state quota was 586 and since cutoff for EWS is generally lower than general so you can definitely get a reputed government medical college at this marks.
