Hello,It totally depends on the state government to apply reservation or not to the reverted seats. It may either apply reservation and do not upgrade the seats and the reverted back seats will be distributed among the categories. But can also can offer any kind of reservation, they can offer the say open category seat to next student based on merit whatever category the candidate may belong to. In this case the SC category student does get an upgrade of seat.

Hope your queries is related to AIQ neet counseling conduct by MCC DGHS authorities as you haven't mentioned any state name. So if you have not been allotted a college till round 2 and further also if didn't get a college then security deposit will get refund to the account from which you have paid after the end of neet counselling. There will be procedure for refund which they will confirm your bank account details and all the things once counselling get completed.
Mop up round is not available in AIQ counseling for government college as if they remain vaccant they will reverted back to respective state quota.
AIQ counseling conduct mopup round for following colleges/institute-
100% DEMEED UNIVERSITY
•Out of the four rounds, three rounds will be conducted online by MCC i.e. Round 1, Round 2 and Mop-Up Round.
•The Stray Vacancy round shall be conducted by the respective Deemed UnivUniversities.

ESIC Quota is reserved medical admission of the wards of people who are insured with ESIC. ESIC is Government of India initiative for socioeconomic protection to worker population and their dependants.
The wards of the insured person are given preference by the Government for getting admission to MBBS in the medical colleges that are run by ESIC. As of 2017, there are 9 MBBS colleges & 1 BDS college under the administrative control of ESIC. From these 9 colleges, apart from 15% All India Quota, 337 MBBS seats are reserved for the wards of Insured Persons.
Government reservations policy as per SC/ST/OBC/PH is also applicable for these 337 seats. Merit list is prepared based on All India basis.

I'm extremely sorry to tell you dear but you are not eligible for stray vacancy round.
This is because,
You have already gotten a seat but those who have already gotten seat are not eligible for stray round.
As per the eligibility criteria of stray round , following candidates are not eligible :-
* Candidates who have already gotten a seat
*Candidates who got a seat in mop up round but didn't report to the allotted college
And as you already have gotten a seat you cannot participate in stray round.

UP has Private Medical Colleges, Government Medical Colleges and Deemed Universities. Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone. And for appearing for State Counselling you need to hold the domicile of that particular State. Or else the only other option is through Management Quota. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. The 85% State Quota and Private Colleges are filled by the respective State Authorities. And there are 3 Categories in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats. B Category seats are also called Management Quota Seats and they are filled through State Counselling and the remaining seats are filled through direct Admissions by contacting the College directly provided the Candidate has registered for the respective State Counselling and has not been able to secure a seat in the Counselling. Here the fees is usually nothing less than 40 lakhs. The last Category is NRI seats Category and you cannot apply for that. So you can only apply for Management Quota of Private Medical Colleges through UP State Counselling.

JEE Main is an entrance exam for admission into NITs, GFTIs and IIITs. If you are qualified then you need to participate in JoSAA counselling. The Joint Seat Allocation Authority (JoSAA) conducts the counselling for admission into NITs, GFTIs and IIITs.

States like Uttarakhand, Haryana, Madhya Pradesh etc also conducts counselling for admission into the institutes of respective states. You can apply for this state counselling as well if you fulfill the eligibility requirements.

Admission in government college private aided medical colleges is done on the basis of NEET counselling, which involves seat locking, registration, and submission of application fees.
The NEET counselling has begin on October 28 2020, which was held in two rounds followed by document verification from November 26 to 2nd December. Followed by these rounds, there were mop up round held in between 10th December to 17 December.

The further processes depend on the policies of individual institutions. Most universities will keep your original documents for a period of three years, after which they are returned.
