Domicile certificate mandatory for State quota counselling in neet. If you don't have the domicile certificate then you can get it online now.
You can apply https://jk.gov.in and input your every details and register it. After registration you can apply for domicile certificate. And you have to passed your 10th and 12th class in your state which is West Bengal.

See if you have been allotted a seat in Round 1 of NEET Counselling conducted by DGHS on the behalf of MCC then there will be option for upgradation of that seat in round 2 so you have option to rearrange your choices before Round 2 and if you would get an upgraded seta in Round 2 then seat allotted in Round 1 will automatically be cancelled and the amount will be refunded to you within few days.

As per the merit list released by MCC for NEET AIQ counselling AMS stands for AIIMS seats and it is a quota reserved in different AIIMS.

No you have to register only once for ug neet counselling . If you are not alloted seat in first round, you will automatically shifted to second round counselling. Even if you get seat in first round and you are not satisfied with alloted college , you can reject that seat and can participate in second round counselling.
You are free to exit from AIQ counselling and can participate in state counselling.
As you have mentioned in the question that you have not completed you B.Sc so you highest qualification will be 10+2 and you will be considered as dropper for NEET 2021 so your NEET qualification code will be 02.
Also note that you must have passed your class 12th with Physics, Chemistry and Biology as mandatory subjects.

Hello Dear Student,
For NEET-UG Counselling 2021, Admission in MBBS, BDS or any other Course will be done on the basis of your NEET Rank and you need only valid Marksheet of your Class 10th and 12th for the Admission purpose. You don't need to produce marksheet or documents related to your Graduation. Eligibility criteria for NEET-UG is only 12th Class with PCB Subject Combination.
If you have valid Marksheet and Passing Certificate of 10th Class & 12th Class with Migration Certificate, Transfer Certificate and Character Certificate then there will not be any Problem in your Admission.
But if you are doing Graduation and you have TC from your current College then you can show your current TC and Marksheet too, it is failed or pass or compartment doesn't matter. Because Eligibility Criteria for NEET is only 12th pass with 50% aggregate marks for the Admission.

As you haven't been allotted any colleges in round first of AIQ counseling so if you don't want to participate in round 2 and want free exit then simply don't do choice filling and locking process in round 2. You should leave your choice filling options blank in round2 and in further round so like this you will be automatically exit from the AIQ. You don't have to do any procedure just simply not participate in further round. You will get your security deposit back in your account once when MCC start returning back the security deposit to non allotted candidates.
