For proforma a1 the Candidates should be residing in the state of West Bengal continuously for the past 10 years as on December 31, 2020.
For proforma a2 the Candidates should be residing in the state of West Bengal continuously for atleast 10 years as on Dec 31, 2020, and the candidates should have passed the 10+2 examination in the year 2020 or before.
As you can see it's Stated that The domicile certificate should be as of 31.12.2020 so it's better for you to get that attested instead of using the domicile certificate of 31.12.2019, to be on the safe side. Getting your Proforma A2 attested is easier so you can get it done easily.
The A1 Certificate should be signed by any A grade officer as for the A2 certificate you can get it attested by your school authorities.

NEET counselling dates are speculated to be declared in the last week of October. The NEET counselling 2020 registration will be held in an online mode. Participating candidates in the AIQ NEET counselling will be required to kick- start the NEET admission process by registering online. However, exact dates are yet to be announced.

Of course other state students can apply for UP state counseling but there's a fact i.e, you'll be only able to get admission in private medical colleges. You won't get seat in any of the government medical colleges.
The security deposit money is a sum of Rs. 30,000 which is to be paid who are applying for government medical colleges admission. Those who are applying for private medical colleges they need to pay a security money of Rs.2lakh.This security money is refunded once the admission procedure is completed.

Although the exact date of starting NEET counselling 2020 is not declared till now but the tentative date, of starting Round 1 of NEET counselling 2020, is last week of October. The exact date of stating will be declared soon.
Process of NEET Counselling-
The counselling process of NEET is divided into 5 steps-
1. Registration - Candidates will first have to register themselves for the counselling process for AIQ seats at mcc.nic.in. While registering candidates will have to fill their roll number, registration number, name, mother’s name, and date of birth as printed on their NEET scorecard.
2. Counselling Fee Payment - In the next step candidates will have to make the fee payment for counselling. They will have to pay a refundable and a non-refundable fee.
3. Exercising & Locking Choices - Candidates will have to fill choice of course and give preferences of the college/institute they wish to get admission. There is no limit to the number of choices a candidate can fill. Candidates are advised to lock the choices in due time, failing which the choices will be locked automatically.
4. Seat Allotment List - The authorities will release the seat allotment list for NEET candidates in which they can check which college is allotted to them. Candidates will have to download the seat allotment letter of NEET.
5. Reporting to the Allotted College - In the final step candidates will have to report to the allotted college with their NEET allotment letter to complete the admission formalities.
Documents required in NEET Counselling-
NEET 2020 Admit Card, NEET Rank Card, Class 10 certificate and mark sheet (as date of birth proof), Class 12 certificate and mark sheet, ID proof (Aadhar/PAN Card/Driving License/Passport), Eight passport size photographs, Provisional Allotment Letter, Caste Certificate (if any), PWD Certificate(if any).

You can register. Mop Up Round is for Deemed Universities/Central Universities, ESIC, AIIMS and JIPMER.
Eligible Candidates for Mop Up round:
1. Candidates who registered for Round 1 and opted for Free exit
2. Candidates who registered in Round and exited with forgeiture of fees
3. Candidates who did not register for Round 1 or Round 2,
4. Candidates who registered either for Round 1 or Round 2 but did not get a seat

You should show the latest category certificate in NEET counselling as expired certificates are not valid. Take the certificate issued in October of 2020 and you will be good to go. This certificate will be enough to get you through the counselling process of this year. DO not take an old/expired certificate.
Choice filling or we can say councelling for neet 2020 will be started from last week of October.
Choice filling will be end on first week of November and seat will be allotted on first week of November.
Reporting to the allocated - Second week of November 2020
This all was about 1st round councelling dates are different for 2nd round.

Neet counselling registration will start on October 27. If you are qualified in neet exam then you are eligible to apply for neet counselling. You will have to register in the official website of mcc.
The neet 2020 qualification marks for general category is 147. If you have scored that marks , then you are eligible to register for neet counselling.
The counselling is separate for all india qouta and state qouta. There are two rounds of counselling followed by mop up round.
Not all candidates get allotment, only the candidates according to their merit list is allocated in respective institutes.

There is a guideline that NRIs and OCIs of Tamilnadu and Karnataka can also apply for Management Quota. And in that case, they can claim their Category benefits too if they are eligible. This applies to you as well. So if you want to appear for Management Quota seats, you can apply under OBC Category. But under NRI seats, we are unsure about the ruling. .
