It is not clear as to which page are you in. The official website states that the Registration process will begin soon. So you cannot register yet. Once the registration process begins, you need to use the page: https://upneet.gov.in/Registration/candidateLogin.aspx to register and then login.

No, you can't directly apply for the 2nd round of counseling by skipping the 1st one as if the first round of counseling is skipped, the seat is allocated to another candidate. Only those candidate are applicable for upgradation to 2nd round who have registered for the 1st
