1. Hold a valid domicile certificate of that particular state
2. Or if you have completed your boards that is, 10th and 12th from that stare.

The procedure for state counselling and all india counselling is different and unrelated. It is not necessary that you attend both of them, you can attend either one if you are confident enough. Even if you do not register for All india counselling, you are still eligible for the state
