It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 489 marks you a low chance to get a seat in Government Medical College.
For example, in neet 2019, 575 marks for general category was the lowest marks to get a seat in government medical college under UP state quota and it was for Autonomous Medical College, Bahraich
But yes, According to previous year data With 489 marks you have good chances for govt quota seats in private medical under UP state quota which are listed :-

Hi dear,
You know how competitve the exams have become, with a large number of students scoring very high score. With a score of 326, it is really difficult to get into mbbs. But there are high chances to get into, deemed universities for mbbs( the fee is pretty high in deemed universities).

Yes, you can apply for Mop-Up round of counselling, even you are a non-domicile of that particular state.
However, the limitation are that you can only apply for private colleges, and not for Government colleges,
You can register on the State Government website and then you can participate in the mop-up round.
