Every MBBS college has seat distribution this way:
85% state quota and 15% all india quota. Under state quota, those students who hold the domicile of that particular state to which the college belongs to, can apply. Under AIQ, any student irrespective of their native state can apply.
So, if you aiming for a college that belongs to your state then it is wiser to apply under state quota. If that college belongs to a different state, then you have apply under AIQ.

NRI seats usually attract 2 to 3 times the tuition fee asked for general national seats.
As for management quote seats, there appears to be no fixed amount for them. Management seats are given upon a college's total discretion. They offer it based on seats remaining, candidates applying and many other local factors such as a candidate's channel of approach. management seats can go pretty high in terms of amount asked and it all depends on demand, reputation of that college and reasonability.

We do not have 2019 data but with a score of 429, you do have decent chances for a seat in BAMS in Government College in Rajasthan through State Quota and OBC reservation. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. The fee structure for all medical colleges varies. It all depends on whether the college is private or Government and what all facilities they provide that are charged through fees.

You have mentioned your score in NEET UG examination and not your rank. Since the cutoffs vs rank vary each year it wouldn't be possible to predict your rank and state the exact list of colleges otherwise. If previous years data is put into consideration, you have low chance at getting into MBBS and BDS colleges through the All India Quota Seats (15%). Since you have a domicile of Haryana, you have a fair chance at getting into the government and private medical colleges through the State Quota Seats (85%). Dear Aspirant,
Your marks are decent but very less to get you any seat in government or deemed private colleges. The marks should be atleast more than 300 to get any seat in government college. Moreover, every year the cut-offs for every college changes so it is hard to predict now but based on previous years cut-offs it is hard to get you seat in medical field through all india or state counselling.
