If you forgot to lock your choices and you have the ones you have saved will be automatically locked.

In this case you cannot change the locked preference

But you neither have saved choices nor you have locked the preference then the counselling becomes void or you will allotted

You need to submit both of your marksheets for the UPSEE Counselling process. Your improvement marksheet will only contain the subjects for which you have appeared as an improvement. While your previous marksheet will contain the leftover subjects for which you have not appeared as an improvement.

Age is just a bar. Don't measure your capabilities according to it. You are just 22. There is still so much that you can achieve.
You mentioned about financial problem. You can start working part time as an intern and maybe look for fresher jobs on LinkedIn or Internshala.

Yes  you can change your college after completing your 1st year.
if you really want to change your college 1st you have to inform to the college administration/management. they will ask you to pay all the 4years fee or they will ask for the 1year fees it
