YES, you can give second and third attempt of NATA if you do not wish to give the first attempt. You are allowed to do that. The Council of Architecture administers the NATA examination thrice a year to provide an opportunity to all students who missed the first examination due to unforeseen circumstances and as there is no age limit for the NATA examination you can give Nata exam as many times as you like .
Furthermore, your final NATA score will be based on the best of the three attempts.

No, you can't cancel your NEET application form.
This is because,
NTA doesn't provide any option to do the same dear. Once you apply, it's get applied there's no means to cancel it and get your money back.
Now that,
You have already filled the form, I would suggest you to appear in it even if you feel that your preparation is not good and want to give neet next year, in the worst case even if you are not able to perform well in NEET 2022 you can simply take a drop and appear for Neet 2023 but appearing in NEET 2022 will be an added benefit as you will have the Real Experience of Neet examination and you will get to know the types of questions which are asked in the examination, their difficulty level etc so that you can prepare accordingly in your drop year
limited time is left for neet 2022 , so you should be focusing on your preparation,

***** solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation ,

After passing this exam, you have to register for counselling. Counselling will be All India Quota and State quota. You can choose one or both based on your preferences. For AIQ, you have to register on the MCC website and for state quota, you have to register for each state counselling authority website. There will be four sessions of AIQ counselling first, second, stray vacancy and mop-up round. Based on your category, specialization choice and rank you will be allotted seats. If someone is not interested in getting admission in the first session, he/she may surrender the seat and participate in the next session. Some States do take a certain amount of fees the surrendering the seat.
Counselling for PG DNB seats to be administered by MCC of DGHS, MoHFW.
Online Stray vacancy Round to be administered by MCC of DGHS, MoHFW for Central University/Institutes/All India Quota/DNB seats.

Talking about your point of leaving studies but I am not sure whether you have dropped out from school or you have just stop studying.
See, if you have stopped studying due to some reasons then donot worry you can start again without any hassle. It will only boost your confidence because it is your fresh start so do your best.
Talking about if you have left studies completely then still ypucan start again. If you are not at all interested in studying then do the course you like. See, class 12th marksheet is must you you can fill NIOS form and then proceed with the thing you like to study.

See till now no notification has been released for 2023 session so it is quite difficult to guide you with an accurate information of 2023-24 session.
See you will be eligible for JEE-Main even if you would not score 75% or greater marks and the criteria gets restored but for admission to NITs/IIITs/GFTIs through JOSAA counselling or to appear in JEE-Advance you need to have at least 75% marks in class 12th if you belongs to General category but this percentage criteria is being waived off since the pandemic started and is also relaxed for this year but for next year if this criteria gets restored then you will become ineligible. But if it does not get restored then you will be eligible.
Also note that maximum attempts allowed for JEE-Advance is 2 in 2 consecutive years, first attempt in the passing year of class 12th or equivalent examination and second attempt in very next year to that. Similarly for JEE-Main maximum attempts allowed for JEE-Main is 3 in 3 consecutive years, first attempt in the passing year of class 12th or equivalent examination and second attempt in very next year to that followed by third attempt in third year.

The application form for CLAT 2022 is already closed on 9th May, and the exam is scheduled to be on 19th June, hence if you haven't filled the application form then you cannot appear for CLAT, also the chances of re-opening of the application form is almost nil unless the authority decides otherwise as the exam is already scheduled for this year, for 2023 CLAT is to be conducted on 18th December of this year, however only CLAT 2023 exam date is officially announced, there is no information provided yet regarding release date of application form, you may follow the official website at http://consortiumofnlus.ac.in/ to know the latest information regarding this,
