Float means you have been allotted a seat and you've accepted the seat but you want a better programme than what you've been allotted. In this case once you are allotted a seat in the further rounds, you'll lose the seat which was allotted previously. And the choices considered for float will be the ones which are above the allotted programme in your filled choices list. So its very important to fill choices intelligently. Focus on only those programmes which you want.

Non-payment of seat acceptance fee in JoSAA counselling has nothing to do with your appearance in JEE Advanced next year. If you do not pay the seat acceptance fee within the given time the seat allotment will be rejected further you won't be able to participate in the counselling in the upcoming rounds. The last date to pay the seat acceptance fee and upload the documents for round 1 seat allocation is October 30, 2021 by 5 PM.
A candidate can appear for JEE Advanced for two consecutive from the year of passing in the qualifying examination. If you have passed 10+2 or its equivalent in 2021 then you will be eligible to for JEE Advanced 2022 if you have qualified in JEE Main 2022. If you have passed qualifying exam earlier than 2021 then you are not eligible to appear for JEE Advanced 2022 even if you qualify in JEE Main 2022.
You should never do that mistake. Whatever college you are getting in 1st round just get it no matter what. If you are getting any better colleges in 2nd round then you can easily opt for that college and even if you don't get better option you already have a college.

No, without accepting the seat alloted to you, you can't participate in further rounds and for accepting seat you have to pay the seat acceptance fee
you must have to pay the seat acceptance fee whatever college is alloted doesn't matter or you will be removed from the josaa counselling for all rounds. If u are alloted some other college in next round then this fee will be adjusted there. U need not pay again.
If you don’t pay the Seat acceptance fee in first round, you will lose your allotted seat and will not be eligible for second round of allocation. You have to give exam next year and then only you can participate in Jossa counselling if you will be eligible.
