A lmost every dental and medical college have rule like this, during admission time you will have to fill a bond paper or any other paper which will tell consequences of leaving college.
If you do so in middle of course you are wasting a seat on which another student could have studied,so because of this thing,most of the college will make you sign some bond paper.
Some college have rule,if you leave in between the course you will have to pay whole fee's of course means start to end year. Then only they will allow you to leave and return you original documents like your marksheet and other certificate and transfer certificate etc.
So before getting admission in any college you should carefully enquiry and know about this thing. It's change college to college so better ask there itself.
After getting admission also,you will eligible for counseling for state quota and AIQ counseling and can appear in NEET exam.

Though you have not mentioned which counselling you are talking about, I assume it is about jee from your profile. T here are mainly three options available to a student once the the seat allotment results are announced by jossa. Students have the option of either accepting the allotted seats with not willing to participate in the next round or accept with willing to participate in the next round or reject the allotted seat with not willing to participate in the next round counselling.
So you can easily shift to a higher preference even if you opt and confirm a seat in lower preference in initial rounds.

See, fresh marksheet, with the revised marks, will be issued on clearing the exam . No passing certificate is issued as the previous year's passing certificate remains valid. In case the marks scored in the Improvement exam are lesser than the regular Board exam marks, the best of the both exams will be considered.
It affect your main marksheet or results. But ,
If a student does not 'improve' his marks in the Improvement exam, then he/she will have to produce both – regular 12 th boards and Improvement exam mark sheets wherever required. And as per the latest update of CBSE officials your improvement marks will be considered as final marks. But you can just confirm the same from your school official they can just guide you.
And you can get your main marksheet you can send an application regarding this to the board officials, I don't think school teachers can help you with this because your board marksheet is given by the main CBSE board of Delhi. But yes you can ask them about this.

Since you haven't completed the phase-2 registration for NEET 2021, your result of NEET 2021 will not be declared as mentioned in information bulletin by National Testing Agency NTA.
If you wish to appear again for NEET 2022, then leaving the phase-2 registration will not have any impact on your future examination. You can fill the form for NEET 2022 whenever it is out and can appear for the Examination.

Yes you can take a preparatory course in IIT and Prepare hard for your JEE ADVANCE for next year and if you score good marks and have a rank to get into the better IIT's , you can have a TC(Transfer Certificate) issued by you college and get admission into the college you desire.

In order to apply for AIBE, you have to first keep your required documents ready. Those are Advocate ID card, Enrollment certificate, scanned photo & certificate etc.
Visit their official Website and click on the register button. Theme nter your enrollment number, year and state name. The. Fill in your name, date of birth, address and education details. Then ,if you have your enrollment certificate,then enter your enrollment number and state code. After form fillup click on the save button. Then your registration ID and password will be sent to your phone and email.
After that you have to again visit the login page and enter the registration number and password and your registration details shall be displayed on the screen you have to save the details and click on the print challan button and take a print out of the challan. After that you can go to any branch ,and make payment through challan and keep the sealed copy with you.
Again login using the registration ID and password and the details will be displayed and you have to upload the challan and the details such as challan number,branch code and date on the challan and then submit it.
Then you have to click on the application form and check the photograph, signature before submitting the application. Please remember,do not send the hard copy to the bar found of India.
