No, you cannot get Electronics and Communication Engineering (ECE) branch in DTU or NSUT.

NSUT can be one of the best colleges but USICT is quite comparable to it. Thus both of this colleges are good but the subject choice is important. If you are interested in Instrumentation and Control Engineering then you can go for NSUT. But if you wish to have better scopes in career path ahead and if you want to have a wide range of options available for you then I would recommend you to go for CS/IT.
See in most of the core or applied core fields, the jobs are very less and the students from this fields have to work in the IT sectors to get moderate salaries but oftenly they are paid less than that of CSE/IT. Thus its better for you to go for the CSE/IT (if you don't have interest in CSE/IT then go for ICE but if you have interested in both and want to come up with a more advantageous field then go for CSE/IT).

Considering the Top 2 Colleges in Delhi Region, NSUT and DTU. Being from Delhi State Region as well as OBC CATEGORY, the Cutoff for CSE at DTU Round 6 for 2020 was 53k JEE Main CRL Rank, while for NSUT was CRL 39k for Computer Engineering, 23k for CSE AI Specialization and 50k CRL for CSE with Data Science Specialization. Hence, you required securinh anywhere above 94-95 Percentile to stand fair chances in securing CSE or Relevant Specializations in one of the Institutes.

It is quite difficult to indicate if you will get getting admission in Delhi Technological University or Netaji Subash University of Technology in EEE this year because cut off is subjected to change. If you check the previous year cut off using the link given below the cut off is different in each round for each institute and branch.
Also the rank predictor provides the result based on previous year data. So with a particular score the corresponding rank may vary this year. And cut off is determined based on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc. It may increase or decrease depending on these factors. So to be on the safe side you should aim to score minimum 70-90 marks to have decent chances of getting seat in DTU or NSUT.

For that you need to score minimum 210 marks or above in JEE Main.
