According to your question and as per the choices given by you the NSUT mechanical will be a better option as the placement stats of DTU civil is not a very impressive one whereas the NSUT placements are good .

Both DTU and NSIT are good colleges.Admission to these colleges is based on JEE rank and a decent rank is required for admission.According to past year's statistics like 2019,2018 rank for CSE branch in last round of intake in 2019 was 2866 and in 2020 it was 2734 .However you can still get civil,mechanical in DTU with rank above 5000 in second to last rounds.Now coming to NSUT you can get cs in rank like 1849 and within 2000 as per last few years.However in civil,mechanical you can get in with rank within 9000 and IT within 3k of rank.
However you can get into IIT for engineering only by cracking IIT Advanced.

The starting of BTech classes at NSUT campus is completely depends on the management decision, the government has given permission and left over to Institutes regarding the reopening of colleges. We can't really say anything about reopening. But online classes must be starting soon. No wonder if it is already running. About the fees, you will recieve notification or intimation from the college when to pay so don't worry about it.

Netaji Subhas University of Technology, Dwarka (NSUT Dwarka) [formerly Netaji Subhas Institute of Technology (NSIT)], is an autonomous institution affiliated to the University of Delhi. It was established in 1983 as Delhi Institute of Technology. At present, the institute has received the recognition of a university that offers approximately 30 courses at UG, PG and doctoral level under 11 course-specific departments.
Yes, the registration for B. Tech Course in NSUT has already started. The last date for registration and submission of online application for BTech programme through DASA was from September 20 till October 25.
For the session 2020-2021, the registration will start from May 2021, according to previous years' date sheets.

Netaji Subhas University of Technology has three wings - main, east, and west. The east campus has departments such as CSE, ECE. The west campus has departments such as IT, CE, ME. While placement would be equally offered to the students in NSUT main campus.

Netaji Subhash institute of technology provides very good hostel facilities.
It has very good campus where students can enjoy in campus.
It has good facilities with warden in hostels. There is 24/7 facilities of warden and they have lady warden for girls hostel. There is separate television room and free wifi is available. And there is carrom room and many events too.

National Merit Scholarship Scheme:- Scope: The scholarships will be awarded on the basis of the results of the senior secondary examination. 82000 fresh scholarships per annum [41000 for boys and 41000 for girls] will be awarded for graduate / postgraduate studies in colleges and universities and for professional courses, such as Medical, Engineering etc. Eligibility: Students who are above 80th percentile of successful candidates in the retevant stream for a particular Board of Examination, in class Xll of 10+2 pattern or equivalent and not belonging to the creamy layer as defined by the Deptt. of Personnel and Training in their Notification No. 3601 2t22t93-Estt. (SCT), dated 8.1 1 .93 (Annexure IV), and as modified vide their OM No. 36033/3/2004-Estt. (Res), dated 9th March 2004 (Annexure V), and as may be further modified from time to time, pursuing regular courses (not correspondence or distance mode) from recognized educational institutions and not availing of any other scholarship scheme, would be eligible for consideration under this Scheme. This is applicable to all categories of students both 'general' and 'reserved'.

Allocating Roll numbers to freshers is an internal process of the college or university, there is no standard procedure for it. Be patient, usually the roll numbers are allocated within a month of joining, to facilitate attendance and library purposes. The roll number will be provided through email or through a common list of students.

According to the Scholarship scheme students who have income up to 2 lakh can avail full benefits of this scheme that is up to 100% .
But if your family income is up to 2 lakh but not exceeding 4 lakh then you can avail benefits up to 50% .
And if your family income is 4 lakh and not exceeding till 6 lakh you can avail up to 20% .
Lastly if your family income is 6 lakh and not exceeding 8 lakh you can avail the benefits up to 10% .
So if you fall under these categories you can easily apply to the College.
But if you are meritorious student and not fall in these categories then you can take education loan from bank .

According to your question and taking into consideration that you have got a seat in nsut main campus and you want to know about the fee waiver based on family income.
I would like to tell you that nsut don't provide fee waiver schemes like nits IITs based on the family's income.
They have their on terms and conditions to provide scholarship to students which should be available on institute's website.
