I am going to give you some details about both these options on the basis of the student's reviews regarding these colleges.
As you may know NSUT has been ranked 76 for Engineering by NIRF 2020. The campus is huge with all sorts of facilities including medical, campus wifi and sports. Some students have complained that some of the campus labs are lacking in some ways however most labs are well equipped. The faculty is good but the course curriculum needs to be updated. Placements are goods and around 98% of the students get placed with highest package received by CS department (around 60 lpa) whereas the average salary offered is 3 lpa in companies like Amazon, Facebook, Google.
As far as NIT Surathkal is concerned it has been ranked 4 for Engineering by Times2020 and rank 13 by NIRF 2020. Almost 100% students get placed specially from CSE. Highest salary offreed is 55 lpa whereas lowest salary offered is 3 lpa in companies like Google India, Amazon a, Sprinklr Microsoft, L&T, etc. The infrastructure is great with a beach view from the college. The campus is huge with well equipped labs. The faculty is top class and the course curriculum is such that it makes students industry-ready.

Talking about the attendance criteria in any engineering college in India is almost same. The attendance should be more than 75%. With some medical leave you can maintain it till 60-65 percentage. But don't worry about the attendance once you get in the college, the college itself will provide you opportunities and platforms that you will not feel any boundaries. Cheer up!

According to the category rank you have mentioned in the question you cannot get any of the asked college as per previous year's cut-offs of JAC Merit list which you can check from the link given below :-

But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

The cut off in 2019 was as follows for ST category for admission to CSE
Delhi Region
Outside Delhi region
Admission through JAC is based on CRL rank so if the above mentioned is CRL Considering this you have decent chances of getting seat in DTU and NSUT. The cut off rank was for the year 2019 it may change in 2020 depending on number of candidates applied, difficulty of exam and number of seats available.

NSIT and DTU have reservations for the categories other than general. They do have a certain percentage reserved for your category hence ews rank is considered.
As per your rank,it could be difficult for you to get admission in either of the college in any of the branch. The past year cutoff for ews category candidate ranged from 5492 to 47962(highest for bio tech and lowest for cse) for nsut and from 18085-46064 for DTU.
But you can still apply for josaa counselling and hopefully get a college in the later rounds. You can try predict your college beforehand using this link

NSUT is one of the best engineering college of India . Every students wishes to get admission in this college but here approx 75% seats are reserved for Delhi candidate which rises the cut off for the outsider students. Here is cut off the NSUT of 4 round general candidate.
If you belongs from Delhi then you must have to score 97.5 percentile to get admission in decent branch and if you are not belongs from Delhi then you have to secure more than 98.5 percentile .

Private colleges acquire funds from different sources. While govt. Colleges are funded by the state govt. Private colleges do not get any funds from state govt. They rely on fees gained by the students of the college and some other contributions. Facilities are somehow better in private universities than govt. ones. Iits, nits,iiits and gfit's are some good govt. Engineering colleges with excellent facilities.
