You have a pretty good score. Yes you can get a seat in govt. medical college in Delhi through state quota. You even have chances to get seat in Bangalore through AIQ but we cannot say anything for sure as the cut off varies from year to year

As far your question is concerned, No I don't think there will be any problem during state counseling in Bihar. As your certificate is issued by the Bihar Government itself after proper documentation and verification, so why will they question their own certificate. So relax for that.
