It seems that you are asking for JEE-Main rank if not then please mention the correct one. According to the category rank you have mentioned in the question you have very low chances for any of the good government colleges as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

Yes definitely you should take a year drop and prepare well for the JEE Main Exam for 2021.
You should work on rectifying your mistakes that you have done in this year, focus on various concepts which were not known to you.Always prevent mistake which may lead to negative marking.
Also do solve a lot of Sample question papers and previous years papers to get analysed about your preparation. Look into books for examples, HOTS question etc.

NTA conducts various exams and it is difficult to help your query as you have mentioned the exam you are asking about. We suggest you to please check the scorecard of the respective exam by entering your credentials. Your CRL and category rank will be given your scorecard. After checking please tell us your category rank and the course in which you are seeking admission or name of the exam that you have appeared so that we may help you accordingly.
NTA score is itself the percentile. Hence 59.4169544 is your percentile score.
There is no difference between score and percentile score.
But with this score you can not get any college bits you belong to general category.

The NTA has considered your january score and not your september score in to account only because your january score is higher than your september score.If you haven't mentioned about your caste reservation in your january application then i don't think that you will be eligible for that reservation during the counselling and now i think that we won't be able to change that.The one thing you can try is that when you go for self reporting for accepting the seat, carry your ews caste certificate along with you and tell the officials there about the problem.Then they might help you in some way.

In order to inform about the mistake in your admit card, you need to contact the authorities of NTA via mail or SMS. The contact details of NTA will be available on NTA's official website under contact us section. You need to explain what is the mistake in detail and mail it to them. They will reply you back at the earliest time they can and will tell you how to go about the issue and provide you with the necessary solution.

As you mention about NTA ANSWER KEY. First of all the NTA has not announced any official key link . They have said that on this month 28 they have planed to release the official answer key for NEET 2020.
and if you got 520 marks means you can get a good college as your a sc candidate because this year there is lot of competition the exams like aiims and jipmer are cancelled .They also considering neet marks only.

see neet state counselling for would be held by state authority and you must satisfy the domicile criteria to become eligible to sit for state counselling. now coming to all india quota counselling, 15% All India Quota seats (except Jammu Kashmir) and all seats ofDeemed Universities/ Central Universities/ Seats of ESIC & AFMC including Delhi University(DU), BHU,AMU, AIIMS & JIPMER will be conducted by the MCC/DGHS on the basis of NEET score.
