Yes , you are eligible for appearing in NEET 2021 examination.
This is because,
There is no rule which says that if you have completed bsc or any graduation you become ineligible for Neet examination, as to be eligible for neet what all one needs is :
* to must have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
So, if you fulfill this requirement as per your category then you are definitely eligible for Neet 2021 examination ,even if you have completed graduation and after qualifying Neet examination you can get admission in medical colleges for MBBS etc on the basis of rank or marks obtained by you in NEET
Also,

Though you have completed graduation, but your highest qualification with physics chemistry and Biology remains 10 + 2 so you should choose code 2 as :-
it is for all those who have already passed 12th with physics chemistry and Biology and meet neet eligibility criteria i. e at least 50 % in pcb for general or 40 % in pcb for obc/sc/st

JEE Main 2021 for Paper 2 has been conducted on February 23 in two shifts. JEE Main 2021 answer key for Paper 2 will be released within two days after the exam. JEE Main 2021 results (Phase 1) will be announced by March 03. The same timeline will be followed for the May exam as well.

As of now the NEET exam dates or registration dates have not been declared. Due to the COVID pandemic, it caused the postponements in the release of NEET 2021 exam date. However NTA will release the exam dates of NEET 2021 along with the official brochure any day now on the official website ntaneet.nic.in

The PWD certificate issuing authority is a constituent body of the state level or the district level. This board is consist of chief medical officer , sub sub divisional medical officer in the district and a specialist doctor in the respective field.
As you have got your PWD certificate from the district level as it is should be formed according to norms and rules your PWD certificate is vslid for every purpose education and employment.

47.24 score is the percentile that you fetched in your jeemains and your marks would be around 22-30.note that these are based on previous year analysis .As of now its tough to say because the analysis and also cutoffs change every year due to many factors like total students appearing for exam,difficulty level of paper etc.as you did not mention your category considering you from gen category you wont be eligible to write jee advanced exam.below are the cutoffs to get qualified in jeemains to give jee advanced exam:
Gen category-90-95
gen-ews-70-75
obc ncl-70-75
sc-50-55
st-40-45
pwd-1-2 percentiles.

Based on your overall percentile the category rank is expected to be around 8000. With such rank it is difficult to get seat in NITs or IIITs in Computer Science Engineering. You will have to score minimum 98 percentile or above as the cut off for CSE will be slightly higher. So if you want to get seat in NITs or IIITs you will have to appear for JEE Main April/May session and score the estimated percentile. You also have chances to qualify in JEE Main considering the cut off in 2020. The qualifying cut off percentile for EWS category was 70.2435518. Cut off changes every year depending on number of candidates appeared, difficulty level of exam and number of seats available etc. you may have chances to appear for JEE Advanced. So you can prepare for JEE Advanced if you want to get admission in IIT.
