You have a pretty good score. Yes you can get a seat in govt. medical college in Delhi through state quota. You even have chances to get seat in Bangalore through AIQ but we cannot say anything for sure as the cut off varies from year to year depending on various factors like toughness of paper, no. of students attending the exam, top marks, no. of seats available etc.
Anyway you will get into a good college.

See it is little bit difficult to predict exactly whether you will get seat or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
If we go through previous years NEET cut-off trends in Bihar then there are some chances for you to get seat in some of the GMCs, the reason being is last year the lowest cut-off marks was 576 for Government Medical College, Bettiah under Home State quota for EWS category.

As far your question is concerned, No I don't think there will be any problem during state counseling in Bihar. As your certificate is issued by the Bihar Government itself after proper documentation and verification, so why will they question their own certificate. So relax for that.
For safer side check the documents required at the time of Bihar counseling.

Every year NTA release out OMR sheet along with key after the day exam completed.But this year this NTA release out OMR sheet along with key as per your code provided in your exam on September 28th . You can find this when you go to National Testing Agency (NTA) website.

PWD means Person with disabilities and 3% seats are reserved for this category. You have to submit the proper certificates for verification of PWD at the time of counselling. You will not be considered for admission under the reserved categories if you fail to produce the same.
You can submit the pwd certificate whether you have hard copy or soft copy but it should not be fake.

According to previous year cutoffs, you might get a seat in M.A in Russian. Cutoff in 2019 was 62-66 for general and 55-61 for OBC category.
According to previous year cutoffs, you might not get a seat in M.A in Arabic. Cutoff in 2019 was 79-84 for general and 76-81 for OBC category.
According to previous year cutoffs, you might get a seat in B.A in Russian. Cutoff in 2019 was 64-69 for general and 58-64 for OBC category.
According to previous year cutoffs, you might get a seat in B.A in Arabic in OBC category. Cutoff in 2019 was 71.5-77 for general and 63.5-74 for OBC category.
