Though you get seat through counselling there won't be 50 percentage reduction in your College fees. You need to pay the amount set by the Fee Regulation Committee in the State for the College based on your category.

With this 95 percentile and a good enough academic record you can expect calls from many IIMs but getting a call from the Top IIMs will be very hard and almost impossible, also your OBC category will provide you an extra advantage during selection.
IIM you can expect :
IIM Ranchi ,Trichy ,Rohtak , Shilong ,Jammu ,Amritsar ,Kozhikode ,Nagpur ,Udaipur , Raipur etc.
These are just expectations getting a call will depend on many other factors like you academic background , work experience etc.

As per your query , let me tell you that this situation totally depends on the college what they want to do. If they would ask for the newer one then you need to produce the new certificate although you wont be able to do so as your father income has been exceeded.
But if they don't ask submit your old certificate.
As you have secured 6.1k rank in dcet cs branch let me tell you that it's a pretty good rank and considering you are an obc candidate so you would also get the benefit of that.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college previous years cut offs and difficulty level of the paper.
But as on a general basis you would get a seat in this college.

BAMS or Bachelor of Ayurvedic Medicine and Surgery is basically an Bachelor of Ayurvedic Medicine and Surgery is the full form of BAMS course. BAMS is an undergraduate degree program designed in such a way that it makes students familiar with the integrated concept of Modern Medical Science and Traditional Medicines, i.e. it is focussed on Ayurveda. The BAMS duration is 5.5 years including Internships.
BDS or Bachelor of Dental Surgery is a 5-years undergraduate program and the only approved professional dental course in India. It is a compulsory course for the students aspiring to work as dentists at government or private hospitals. BDS is one of the most popular medical courses after MBBS in India. B DS mainly focuses on training and introducing the students to the dental sciences and surgeries.The 5-year program involves 4 years of classroom education and 1 year of compulsory rotating internship.

The least cutoff scores for MBBS candidates under all India quota for neet examination is Goa Medical College, Bambolin. However, there are other states such as Manipur, Nagaland and others which of relative low cutoff for reserved candidates.

------- Those students who have scored Better Marks and All India Ranks are alloted seats first as per their choice.
------ The State in which Medical College is located has no role to play during seat allotment for Medical colleges during AIQ Counseling.
--------- Cut-offs for colleges change every year depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs for colleges is expected to increase compared to last year.
