During the NEET counselling process, if you are applying through the All India Quota (AIQ), then the All India Rank (AIR) is always considered. Even at the time of seat allotment, only the All India Rank will be considered. But if you have applied through the reserved category-OBC,

Hope you are doing well. Yes obviously there are chances for you to get government seat for veterinary with 400 marks. In obc category you need score 360- 400+ in 85% state quota.
Since you didn't mention the name of your state it is difficult to predict college.

Well not sure about all the colleges in India but definitely colleges such as NITs, IITS or IIITs don't offer free admissions. It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA

sir, I have shown my caste as obc teluguchetty. but asked income in appln.. I thought that they asked about my fathers+mothers total salary income. I showed correct salary per annum i. e. above 8 lakhs.but wl salary come in income category?

Hi,  when they ask about income it is mother's as well as father's combined. You need to show both their income certificates that is salary slips. If your income is more than the base income required for being an OBC then the chances of you getting an scolarhsip are less.
