Don't worry because now you cannot upload certificate on the place of your declaration of category certificate because you can upload it only once. There is nothing to be worry about because if you will be alloted a seat through JOSAA counselling then you have to show your caste certificate which should be issued after 01-04-2020 in the online verification of documents through alloted Institute.

According to the rank and category you have mentioned in the question you can get top NITs like NIT Jamshedpur, NIT Uttarakhand, NIT Jaipur but with CSE mad ECE it is quite difficult as per previous year's cut-offs which you can check from the link given below :-

Other Backward Class (OBC) is a collective term used by the Government of India to classify castes which are educationally or socially disadvantaged. It is one of several official classifications of the population of India, along with Scheduled Castes and Scheduled Tribes (SCs and STs).
OBC and BC( Backward class) are same . Most of the states use OBC for BC other than some states like Tamilnadu.
BC-1 and BC-2 are caste categories that fall under the OBC zone i.e Other Backward Class.
OBC -I get more privilege and priority in the reservation system, while the students falling under the OBC-II category are somewhat similar to the general category with minimal add on benefits in the education or employment sector.

As UP or any other obc certificate is not valid in Delhi, so you cannot submit caste certificate signed by other state. Also, if you want to claim the seat by state quota (delhi quota) then you must get the Delhi OBC certificate or if your caste comes under the central obc list then Central obc certificate is also valid.

Creamy Layer OBC is that category of OBC wherein the members are wealthier/better off and overall more privileged than the other members belonging to OBC. Non-creamy layer OBC is the other category of OBC which is not as socially/economically advanced as the Creamy Layer OBC. If a total family income is less than 8 lakh per annum, the family is considered to fall in non-creamy OBC category. Any person belonging to the non-creamy OBC category will be enjoying all the benefits and will be getting the relaxation of age in competitive exams as well.

We can't exactly tell the percentile for you to get into any IIt's because every year it is different. Let me explain you about how the percentile or rank is effected every year in different aspects. Your percentile gets effected by the toughness of the paper, number of people attempting the exam, previous years cutoffs.
As per last year for an OBC category student the minimum percentile should be 9% in each subject and 31.5% in aggregate .As you didn't mention weather you are an OBC-NCL category or OBC-CL student, If you are an OBC-CL student you wont come under the reservation.
