National Eligibility cum Entrance Test, Undergraduate and Postgradute- NEET UG, PG Admissions 2021 will have reservations from this academic year. As per the recent orders by Government of India, GOI, 27% reservation for Other Backward Class (OBC) and 10% reservation for Economically Weaker Section, EWS has been implemented. This reservation under the All India Quota is likely to benefit about 5,500 students. All Medical, Dental Courses (MBBS / MD / MS / Diploma / BDS / MDS), will fall under the umbrella of this reservation.  Because of this , and that us obvious that general category will get affected. As the number of seats will reduced in general category , however students will increase day by day . Not to mention , the competition will be very high in NEET .

According to the latest news of today , honorable prime minister Narendra Modi ji have made an announcement where he told that OBC reservation is increase and it is made up to 27% reservation of candidate in NEET  and 10% reservation for EWS category which means out of all the seats in NEET total 27% seats will be reserved for OBC category

The rank below Lt.colonl is treated as non creamy layer in Army which has been published in the government Gazget. That published that in the Army the child of Army personnel whose rank below lieutenant colonel like Subedar is treated as NCL . As your father belongs to subhedar in the army then you will be treated as non creamy layer category.

You have scored well. With  98 percentile you have decent chances of getting seat in NIT Andhra Pradesh . Whether you will get CSE branch or not, depends upon cut off NIT 2021. Cut off depends upon number of candidates appeared in exam, availibility of seats, difficulty level of exam and previous year's cut off etc.

For obc category NIT cut off 2020 for CSE last round was rank 4425

In 2019 last rank was 4393

In 2018 it was 4824

Hence everything depends upon cut off

You don't have to worry. As far as you have your category certificate with you I don't think you might face any problem.. If your BC-D category ahs been removed from the central list and you have the provision of getting your OBC certificate made then I believe you can get the benefit of reservation everywhere where it's given.

You must have a valid OBC certificate before applying anywhere under the OBC category.

With a CRL of 17k in JEE Main, your OBC NCL Rank would be anywhere near 3-3.5k. At this rank you may preferably choose any branch at NIT Andhra Pradesh, your Home State NIT. As far as Other Good NITs are Concerned, you will preferably get CSE at NIT Jamshedpur, Raipur, Jalandhar and Hamirpur, whereas have strong chances of securing Electrical or Mechanical at one of NIT Warangal, Rourkela, Allahabad, Surat or Jaipur.
