The first thing which you should do is to check that whether you belong to the non creamy layer, and should go to the concerned authorities to know that by which time you can get your new OBC NCL certificate in validation.
If, the date of your new certificate exceeds the date of your NTSE stage 2 exam then it will be of no use for that time period, hence you will have to submit your application under the general category only.

BC-D comes under OBC Reservation. And OBC has overall percentage of 27%. BC-D alone has 7%. The Community you belong to should also fall under Central OBC list to enjoy OBC benefits at All India Counselling also. Or else, at All India level, you will fall under General Category and State level you will come under OBC Category and enjoy 7% reservation. Apart from this 7%, there is no other reservation based on Economical status for OBC Category. There are CAP, NCC, Sports reservation categories as well.
