Your gate score is 755. Last year cutoff of IIT GUWAHATI for CSE was around 770.so you may have a chance because cutoff may decrease or increase.you can check last year cutoff here

As per the eligibility criteria set by the Karnataka PGCET, only the candidates who have completed their B.Tech degree from the college or institute recognized by the State of Karnataka will only be eligible to apply. Thus, non-residents will not be allowed to appear for the exam.
