Based on previous years cutoffs it seems difficult to get an admission into a government college Through AIQ and through the 85% state quota for the general category with your score. The cuoffs for BDS is comparatively lower, but still it doesn't seem easy to get.
But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available.

It is difficult to predict. Now adding to that, compared to 2019, the NEET 2020 cut offs have changed considerably higher than expected. As per i am concerned with this score as well as with the obc category you can get a seat in SBC medical college.

see you have to follow the rules and regulations of any particular exam and must follow the Information brochure of the particular exam, generally the income certificate can be issued from Block development office of the particular block, Sub Divisional Officer in each District , Tahsildar Village Officers etc. however there is also in some of the states like odisha you may apply for e certificate. however follow the below link for apply,

Yes the digitally signed caste cetificate are valid but one has to check its expiry,
follow these steps to check expiry of DSC:-
Open USB token tools (If DSC USB token driver not install then install driver first.)
Click on Login button.
Enter Token Password.
Double click on your certificate name
After certificate open click on Details Tab
In details you can find all Details of your Certificate.
