Hello aspirant,
At first, I must tell you no college is best and every college is good at its own place. But if you want to compare the mentioned colleges that you have asked, then I would suggest you to go for CET Bhubaneswar rather than VSSUT, Burla though VSSUT is the oldest engineering institute in Odisha. If you compare the placements of both the colleges, then CET is far better because at the end, all you need is a job in you hands if you're career oriented. Also, CET has got its autonomous status. Faculties are also good in imparting the knowledge to the students. In VSSUT, the faculties are quite high qualified and experienced in dealing with the students and help the students at its best but in terms of placements, it is quite ok-ok or average types. It's never on the faculties or placements but it's all about individual opinion and hard work of the student. Colleges just do their duty and will provide you the degree at the end, that's it.
Hope, it helps you.
Hello dear,
If your residential certificate is of Odisha and also all of your higher studies you had taken from Odisha itself then you are not eligible for getting mbbs of VMMC through 85% quota. To apply for 85% quota you must have residential certificate of that state and in delhi you can also apply for 85% quota counseling seat if you have done your Higher studies there(means class 10,11th,12th) otherwise you will be not eligible for that state 85% quota seat. Talking about cut offf, yeah it low for 85% seat than all india 15% quota as from delhi there are less number of neet candidates compared to other state. That's trend till now usually cut off are low for 85% quota but it's not valid that this year will happens too as NEET 2020 results had not been declared yet.
You can check cut off for both 85% quota and 15% quota of Delhi from link given below

Hope this information helps you and clear your doubts. You can ask if you further queries.
Dear aspirant,
According to your percentile in jee mains, it is difficult to get a seat in vsssut burla for branches like electrical,it and mechanical but you can hope for chemical, metallurgy and production.
The cut offs for these branches are around 2.5 L . If your rank is under 2.5 L then you can hope for burla.
It is difficult to tell you the exact possibilities of getting admission, because every year cutoff varies due to number of reasons, but according the details shared by you and considering previous year's cutoff of Odisha, there are little chances that you get a seat in government medical college.
