Hello Aspirant,
See it is little bit difficult to suggest that whether you will get any seat or not because you have very low marks and also different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
According to the marks you have mentioned in the question your rank is expected in the range of 1000249 - 1029399. So if we check out previous years NEET cut-off trends in Odisha then on such rank there are almost no chances for you to get government seat in any of the medical colleges.
You can check the previous years cut-offs of Odisha through the link given below :-

To have a list of all those colleges which you can get based upon your marks, category, and state you can use NEET College Predictor:-

Hello dear student,
You can expect a rank in the range of 7784-10036.
you have scored pretty good marks and here I will be mentioning the name of the colleges in which you can get admission into on the basis of previous year cutoffs only, under 85% state quota.
Thank you
Hello aspirant,
With your percentile and rank it is somewhat difficult to state the colleges that you will get in this year or to even mention a yes/no to your above stated query. Moreover, since the cutoffs, percentiles and the vacancies in the subsequent rounds of counselling vary each year, it won't be an accurate data. So I suggest that you wait for JOSAA counselling to end and find it out for yourself.
However, Careers360 provides a college predictor tool that you can try out: https://engineering.careers360.com/jee-main-college-predictor?icn=QnA&ici=qna_answer
Hope this helps you.
Hey dear, if you see the last year's cutoff which went very high that even students getting 500 marks were unable to get good govt. College. So, with 309 marks getting mbbs in any govt. College is tough whatever category you belong to. Although you can try for bams and bhms, you will habe good chances in it. You can also predict college through this link: https://medicine.careers360.com/neet-college-predictor?icn=QnA&ici=qna_answer
