See it is little bit difficult to predict exactly whether you get any particular medical college or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But although according to the marks you have mentioned in the question your rank is expected to be in the range of 18281 - 20431 and on the basis of this rank and category you have chances of getting into some Private Colleges and Deemed Universities as well as Government Medical Colleges under state quota according to previous year's cut-offs which you can check out from the link given below :-

Last year the maximum closing rank was 38,934 for Hi-Tech Medical College and Hospital, Bhubaneswar under Home State quota for General category.

So, as per the information provided by you , that your CRL is 56066 and SC Category Rank is 4628.
See, at present it is very difficult to predict whether you will get any NITs/GFTIs with this rank since the counselling as not yet started and the Round 1 results are not yet out.
Now, as per previous trends it seems not possible for you to get Into Any NITs since they offer a very higher cutoffs which usually hangs around 400-500(Max 900 for HS Students in SC Category). Check out the cutoffs of various NITs from this link below

Green Card Quota falls under NRI Category. And speaking about Odisha, There are 12 Medical Colleges in Odisha out of which 8 are Government Medical Colleges. And among the 4 remaining Colleges, KIIT is a Deemed University. And only 2 Private Medical Colleges offer NRI quota. And this number is 35. And all the 8 GMCs offer admission only to Indian Nationals. And so if you have a Green Card, you will be considered under NRI Category and so cannot participate in Odisha State Counselling for Government Medical Colleges. You can only try for a seat in a Private Medical College under NRI Category.

Candidates who are in their final year must obtain their results on or before August 28, 2020. You still need to appear in one exam in 6th semester and you still have to pass in the subjects of 5th semester. Your results might not be released on or before August 28, 2020. So you are not eligible to apply for it. But if you obtain your results by August 28, 2020 you can apply if you pass your bachelor's degree
