Yes. You can apply as Unreserved subject to fulfilling the eligibility criteria prescribed against the UR post. But age relaxation will not be extended to you.

What are the documents that I need to keep handy before applying online for ONGC through Gate?

On the basis of last year score, you can only go for M.Tech admissions not for PSUs. So I would suggest if you wish to get recruited in any of PSUs then you will have to give GATE this year also.
