Difference between tentative and final merit list is that tentative merit list is expected merit list and it is not fixed .It can be changed .Final merit list is fixed merit list.It can not be changed.

the issue is not to be worried about. the prefernces are genrally asked during the counselling round. so you would be able to give your prefernce of colleges after the counselling round starts.
