In most cases The cutoff of every College or university goes down. As the highest scoring candidate gets in first rule is in every educational institutes So you could expect dip in the cutoff and the final merit list ranks or marks should be lowered in the next round.

Difference between tentative and final merit list is that tentative merit list is expected merit list and it is not fixed .It can be changed .Final merit list is fixed merit list.It can not be changed.

the issue is not to be worried about. the prefernces are genrally asked during the counselling round. so you would be able to give your prefernce of colleges after the counselling round starts.
