The eligibility for Political Science(Hons.) is minimum 50% marks in +2 with English as one of the core subjects.

As it happens to be that you have all the requisites, you are eligible for admission in Punjab University Political Science(Hons.).

Hi,

Yes you have chances to get admission in B.Sc course in Punjab University. Admissions in PU have a selection procedure. They calculate some percentage of your entrance results, and some overall percentage is counted too. You may check this link to know more about the cut off in PU

Admission in Panjab University, Chandigarh for the course of BA/BCOM LLB is done on the basis of both your result in 12th boards and entrance exam. 50% weightage is given to both the scores.
So as your boards percentage as well as your entrance exam's score both matter equally.

Considering your rank in entrance exam is 839 and that your boards exam score is 91% you seem to have a less chances for admission in UILS, Chandigarh. Chances in regional centres are more.
There are 120 seats each for BALLB and BCOM LLB in the Chandigarh campus,
