> For 1st years 13,452 INR
> For 2nd year 12,012 INR
> For 3rd years 12,012 INR

Sorry dear but your friend can't apply for these exam as he has failed in some of the subjects as you mentioned and I think you must be knowing it probably that for neet its compulsory for students to score atleast 50% in 12th to appear in neet .

Punjab University takes the admission through JAC Chandigarh Counselling on the basis of JEE Main score, As per the official, There is no reservation for OBC category, hence you are not eligible under this category. However, your candidature can be considered under the General category as per category
