You cannot change your Category details during counselling. Unfortunately there are only 2 possible ways. Either you manage to get an OBC NCL certificate atleast by the time of counselling or opt out of the counselling because if you have chosen OBC-NCL as your category, the authorities expect your OBC NCL certificate. Failing to provide which might be considered unlawful.
