It is difficult to list out universities offering the mentioned courses in regular mode unless you specify the subject you wish to specialize in . Also more importantly , according to UGC regulations , no universities are allowed to give Ph.d or M.Phill courses in distance mode. As per UGC guidlines no students are advised to take admission in any M.Phil/Ph.D. programme, if offered by any University/Institution through distance mode.

Usually these courses ( m.phil and phd) doesn't have any age related criteria .I said usually because it might vary for some institutes .So yes you can do these courses even after taking 3 gap years .But you must satisfy the other eligibility criteria as well and also be able to crack the respective entrance exams of your course .Checkout the eligibility criteria for m.phil

4. mechanical engineering etc

Several aspects of engineering can be applied to NASA .Every domain has one or more application for sure.

I prefer going to engineering than choosing science degree because engineering gives you a lot more clear understanding.

After PhD you can take up many kinds of jobs like  post secondary physics teachers, Biophysicists ,physicists and astronomers ,Natural science managers, Petroleum engineers etc.

As per the eligibility criteria for PhD course provided in their website you should have  M. Pharm. degree with minimum 50% marks and should qualify GATE/GPAT qualification or PET (M.S. University of Baroda). To take up PhD in pharmaceutical area you should have a very good foundation in that area. However, since it is a PhD programme , it is up to the faculty or more importantly the guides/supervisors to decide whether they can admit a student from related fields . So I suggest you to directly reach out to them and see if you can be accepted.
