Yes. As long as the Masters programme has been pursued from a recognised University and you fulfil the criteria by securing the mandatory aggregate, you can pursue Ph.D with Masters through open programme.

Ashraf, GPAT is an entrance exam for admission to M.Pharma programmes. But it is not for Ph. D. So even if you appear for GPAT, you can only try for M.Pharmacy again but not for Ph. D and so you will not get any seat for Ph.D because the exam

In order to pursue pH.D from USA in any field,you will have to take GRE(Graduate Record Examination) as it is usually required to take Ph.D programs in the USA,and then you have to take either TOEFL or IELTS, to help access your English language skills.
