see cutoff score fluctuate every year and it depends on some of the facts i.e students category, choice of stream, number of applicants, choice of papers and so on. admission to iits in phd program is based on gate / ugc net scores, with follows by screening of academic record and interview. however at this score it would be really difficult to crack iits since you belongs to general category. however you may apply for jamia milia, university of hyderabad, maipal university jaipur, jadavpur university . follow the below link to know about colleges which offer phd in mathematics:

see admission to abroad university is based on exam score in IELTS, TOEFEL  like test and also depends on the overall academic records, projects, extra curricular activities , letter of recommendation etc. however there may be institutional priority to tier 1 institute. delhi university is one of the best university In india , so it might chances that students of du may get some advantage for it. but it is not impossible for students of others university to crack a tier 1 abroad college. so dont tension about it, just study sincerely towards your goal and clear all the exams which are left with excellent score.

see to become eligible for m.tech you have to complete m.sc course also since you are from b.sc back ground. however based on gate score you may apply for integrated phd courses. however we still not have the gate cutoff for integrated phd courses. I would suggest to apply for iits , iiser , Indian association of cultivation of science.

I would like to aware you that admission process of us colleges is completely different from india.  I can surely tell you from wherever you listened this thing is completely rumour or unauthentic . College from which you did your last qualification doesnt matter at all . Factors which are considered at the time of admission are Statment of purpose ,academic record upto some level  , For phd research paper is considered mainly , Letter of recommendation , band scored in language proficiency test . I would advise you try to boost your profile by considering the mentiioned factors
