Well to be honest, if you plan to do PhD from abroad then you should try to get into IITs or any such premier Central University like JNU or BHU or DU. Because that matters as you will need to do a lot of good lab work before you apply for admission abroad. I would suggest you to give the exam again rather than settling for nit as the faculty and research facility is very weak in NITs. So choose wisely.

After PhD you can place the title of Dr. before your name but that doesn't imply that you will be treated as a clinical practitioner. For that you have to pass MBBS/BDS/BHMS etc courses.

The eligiblity criteria for Phd is that Masters degree holders are eligible for admission into the doctoral programme .Also for admission you can apply for admission into some reputable universities, a candidate must qualify the all India examination, like Nationality Eligiblity Test conducted by NTA.
