The aggregate marks only for PCB must be -

for UR candidate: 50%

OBC/ST/SC- 40%

PWD - 45%

So if your aggregate satisfy the above percentages , you are eligible for NEET 2021.

I am sorry to inform you that as long as you get a pass certificate (including all the subjects that you have had in your 12th board) you will not be given admission in any college for bachelors. You will have to give the re exam and pass
