Yes you are eligible because there is not any eligibility criteria for giving JEE mains and JEE advanced exam your percentage will be consider when you will be going to take admission in any NIT , IIT where for getting admission you need to have at least 75% aggregate

Hello student that's depend upon your school what's the marking scheme of that school as class 11 has nothing to do with board marks class 12.so incase if your overall academic performance is good and you have ha good record then they must pass you considering your final marks else
